Cage’s Mission and Rabbani’s Previous Travel Ban

Cage is an organization that advocates on behalf of communities affected by the “war on terror.” In 2020, Cage successfully challenged a French travel ban imposed on its director, Muhammad Rabbani. However, upon his arrival in Paris last week for scheduled meetings, Rabbani was informed of a new travel ban prohibiting his entry into France.

Accusations and Reasons 

The French interior ministry justified the ban by citing a document from October 2022, stating that Rabbani’s presence posed a serious threat to public order and internal security due to the heightened terrorist threat. The ban was issued shortly after Rabbani criticized the French government for its treatment of the Muslim community and accused it of participating in religious persecution. France accused Rabbani and Cage of being part of a radical Islamist movement and spreading slanderous words about Islamophobic persecution and mass surveillance by Western governments.

Rabbani’s Detention 

Rabbani was held in French custody for nearly 24 hours, during which he was questioned by airport officials, the police, and an interior ministry representative. He was subsequently sent back to London. Cage alleges that Rabbani was briefly held in a migrant detention center, from where he recorded a video detailing his treatment. The organization contends that his detention and deportation were unjustifiable and an example of authoritarian overreach.

Controversies 

Cage strongly denies the accusation that it played a role in radicalizing Mohammed Emwazi, also known as “Jihadi John.” The organization insists that the ban and allegations are baseless and aimed at silencing legitimate criticism. Rabbani asserts that France’s actions against him are an attempt to suppress an NGO holding the government accountable and that singling out a Muslim human rights defender reflects the very Islamophobia the French government claims to oppose.
