NAB grabs CDA by the collar in a scam worth billions

On Monday, 9th of July, 2018, sources stated that Federal Investigation Agency (FIA) and Capital Development Authority (CDA) dispatched a report on alleged irregularities and misuse of authority in five major departments of civic body to National Accountability Bureau (NAB).

NAB, is likely to start this probe against the CDA officials for their alleged involvement in corruption of billions of rupees. Requesting to enquire the land, enforcement, transport and sanitation, against the department officials for their alleged involvements, sources highlighted this corruption scandal.

The reports submitted to the concerned authorities stated that CDA Department of Transports’ directors and deputy directors extracted Rs.200 million from the exchequer.

Reliable sources recognized the proprietors in this scandal, and stated that the CDA Land Department Officers, former deputy directors, i.e., Nadeem Abro, Abdusalam Shah and Muhammad Saleem Raja were involved in corruption.

Committing fraudulent acts, these directors were accused for the corruption from 2013-2015 of Rs. 1 billion, in selling plots, in a posh sector of Islamabad, illegally. The inquiry was in relation to plot # 11, in the Melody Civic Center, in the Sector G-6, for the alleged illegal lease and sale of a costly commercial plot in the capital.

Other department officials weren’t pardoned either, as CDA’s Sanitation Department was next on the list. Director and Deputy Director of CDA Sanitation Department, Sardar Khan and Maskeen Kazmi allegedly embezzled Rs.200 million in the sale and purchase of departmental vehicles.

Moreover, CDA Enforcement Department’s former director allegedly committed corruption of billions of rupees, via sale of CDA land. Prior to this fraud, the then director of the enforcement department, had been punished for his corruption earlier which led him to spend some time behind bars.

However, his recent actions have led to raising eyebrows once again, this time being his 2nd when an inquiry is requested against him. The report had been dispatched to NAB after FIA completed inquiry against him.

According to details, the PML-N government had initiated inquiry pertaining to irregularities in the CDA departments in 2013. Former federal minister of Capital Administration and Development Division (CAAD), Tariq Fazal Chaudhry had initiated inquiries against corrupt officers of his department.

Requesting to enquire the land, enforcement, transport and sanitation, against the department officials for their alleged involvements, sources highlighted this corruption scandal.

Apart from these cases, NAB has initiated several investigations against deputy director generals, assistant directors, audit officers, Tehsildars and other officials for their involvement in cases of alleged corruption, misuse of official authority and involvement or incitement in illegal allotments, promotions and postings.
