NADRA Introduces Lifetime ID Cards for Special Persons and Organ Donors

NADRA introduces lifetime ID cards for special persons and organ donors, enhances its services with inclusivity-focused reforms, regional expansions, and new security measures.

The National Database and Registration Authority (NADRA) has introduced sweeping changes to the NADRA Rules, 2002, under Section 44 of the NADRA Ordinance, 2000. Aimed at enhancing inclusivity, these amendments were announced via a press release on Tuesday. The initiative seeks to simplify procedures and recognize the unique needs of special persons and organ donors across Pakistan.

Key among these changes is the issuance of lifetime National Identity Cards (NICs) for adults with disabilities, identifiable by a wheelchair logo. Special children will receive Juvenile Cards or Child Registration Certificates with the same symbol, valid as per Rule 18’s duration. Both resident and non-resident Pakistani citizens will be eligible for these cards upon registration with relevant federal or provincial entities.

Additionally, organ donors will now receive NICs featuring a donor logo, also with lifetime validity. For individuals qualifying as both special persons and organ donors, dual-status cards will incorporate both the wheelchair and donor symbols.

Structural Updates for Enhanced Service Delivery

To support these updates, NADRA has introduced new schedules (VII, VIII, IX, and X) specifying forms and designs for these identity cards and certificates. The notification for these amendments will be published in the upcoming Gazette of Pakistan, with immediate implementation thereafter.

NADRA also confirmed plans to address systemic challenges and expand accessibility. By March 31, 2025, three new regional centers will open in Azad Jammu & Kashmir, Gwadar, and Gilgit-Baltistan, along with NADRA offices in 19 remaining tehsils. This expansion aims to bridge gaps in service delivery for remote communities.

Tackling Misuse and Enhancing Security

NADRA is also responding to reports of misuse of its online verification system, where sensitive data was allegedly leaked to criminals by police officials. To counter this, NADRA has launched 24-hour passport processing counters at Mega Centers in Karachi and Islamabad, ensuring greater security and convenience.

In another significant move, NADRA will transition from its website to a mobile app starting January 17. This app will consolidate services like ID card processing, NICOP, POC, and B-Forms, addressing fraud concerns and improving accessibility, particularly for overseas Pakistanis.

These measures reflect the NADRA’s commitment to leveraging technology and inclusivity to serve the nation more effectively.
