Pakistan introduces biometric B-Form for children aged 10 and above

Pakistan makes fingerprints and photos mandatory for children’s B-Form to boost security and prevent identity misuse.

The Government of Pakistan has taken a historic step by mandating biometric data for children aged 10 and above in the Child Registration Certificate (commonly known as the B-Form). This initiative, spearheaded by the National Database and Registration Authority (NADRA) in collaboration with the Passport Department, aims to enhance identity security and combat misuse.

Biometric Requirements for the B-Form

For the first time, fingerprints and photographs will become mandatory components of the B-Form. This significant reform will prevent identity theft and the misuse of personal information. Starting January 15, NADRA will issue these updated certificates in phases, focusing initially on children aged 10 to 18.

Parents or legal guardians must accompany children to NADRA centers, bringing their computerized national identity cards (CNICs) and the child’s computerized birth certificate. The updated B-Form will feature the child’s photograph and fingerprints, replacing the older version, which lacked these security features.

Enhanced Security to Curb Crimes

Interior Minister Mohsin Naqvi emphasized that the new biometric requirements are critical in tackling issues such as fake identity cards, illegal passport acquisitions, and human trafficking. The integration of biometric data into the B-Form strengthens Pakistan’s identification process and helps ensure the safety of its citizens.

“These reforms mark a significant step forward in protecting children’s identities and preventing the misuse of personal data,” said Minister Naqvi. He also congratulated NADRA and the Directorate General of Immigration and Passports for their efforts in implementing these changes swiftly.

Impact on Passport Applications

The updated B-Form will become mandatory for children aged 10 to 18 when applying for new passports. Passport authorities will verify the child’s photograph and fingerprints against NADRA’s database during processing. Older versions of the B-Form, lacking biometric details, will no longer be accepted for this purpose.

Future Reforms in Identification

This initiative is part of a broader digital transformation strategy by NADRA and the Ministry of Interior. Future reforms include introducing iris scans and expanding biometric facilities to union councils, making the national identification process even more robust.

NADRA is also working to integrate its identification system with provincial civil registration systems. Enhancements to the Pak-ID mobile app are underway, aiming to improve accessibility for users. Additionally, plans are in place to issue digital IDs to all Pakistani citizens, further modernizing the country’s identity management infrastructure.

NADRA has updated its fee structure for the B-Form to facilitate easier registration. While the regular fee remains Rs 50, an expedited process costs Rs 500. These measures aim to streamline the registration process and ensure children are recognized in the national database from birth. Parents are encouraged to ensure that children obtain the new B-Form to avoid any future inconvenience, particularly for passport applications.
