The Imran Khan-led government has ordered a major reshuffle at the federal level, issuing orders for the appointments, promotions, and transfers for 90 officers in Punjab and 44 officers in the Federal Capital.
The highly anticipated decision to reshuffle the Punjab bureaucracy was awaited since the onset of this week after the Premier had voiced his disappointment with the administrative structure of Punjab. He had earlier directed the provincial government to remove civil servants undermining the performance of the Pakistan Tehreek-e-Insaf government without hesitation.

Massive Shuffle in Punjab Bureaucracy
As per the notification issued by the Establishment Division on Friday, former Punjab Chief Secretary Yousaf Naseem Khokhar will now serve as the Interior Secretary, while Hassan Nasir Jami, the Environmental Change secretary will serve as the Aviation Division Secretary.
Amir Ashraf Khawaja, former Production Secretary has been appointed as the Climate Change secretary, while Habibur Rehman Gillani will serve as the Federal Secretary Railways. Zahida Parveen from the Information Group has been promoted to Grade-22 and will now serve as the Federal Secretary Information.
Grade-21 Shoukat Ali has been appointed as Punjab additional Chief Secretary, and Grade-21 Irum Bukhari will serve as the additional chief secretary (Energy)
Allah Bux Malik has also been promoted to Grade-22 and will now serve as the National Health Services Secretary. Ali Raza Bhutta has been appointed as the Poverty Elevation Division Secretary, Imran Nasir as the MD PASCO, Afzal Latif as the Industries and Production Secretary, and Syed Pervaiz Abbas has been appointed in the Economic Affairs Division.
Babar Hayat Tarar and Muhammad Ilyas will continue to serve in Punjab, while Muhammad Ali Shahzada has been appointed as the special secretary for the Establishment Division, and Pervaiz Ahmad Khan will serve as the Special Secretary of the Inter-Provincial Coordination Division.
Aviation Secretary Shahrukh Nusrat, Ijaz Ahmad Khan Jaffar, Shaista Sohail, and Bashir Ahmad have been ordered to report to the Establishment Division.

Inspector General of Punjab Police, Shoaib Dastagir has been promoted to Grade-22 of Police Service of Pakistan. Captain (R) Ahmed Latif will serve as the MD National Police Foundation, while Mushtaq Mehar has been appointed as the IG Railway Police, and Muhammad Tahir will serve as the commandant of the National Police Academy.
Dr. Shahzad Khan Bangash, a Grade-21 officer of the Pakistan Administrative Service (PAS) has been appointed as the Director General of Immigration and Passport. Moreover, Fakhar Alam Irfan has been appointed as additional interior secretary, while Jawad Paul, former Information Technology additional secretary has been appointed as the additional secretary to the PM.
Former Petroleum Division Additional Secretary Sher Afghan Khan will now serve as the Additional Secretary of Food Security, and Muhammad Yaqoob Chaudhry, a Grade-21 officer of the Secretariat Group will serve as the Additional Secretary of the Petroleum Division.

Aitzaz Aslam Dar will serve as the additional Secretary for Information Technology, while the notification has also approved the transfers of Grade-21 officer Hamid Yaqoob Shaikh, Captain (R) Asadullah and Grade-20 officer Ahmad Raza Sarwar.
Grade-21 officers in the Punjab government, Zafar Iqbal and Tahir Khursheed have been transferred to the Establishment Division, alongside Grade-20 officers Dr. Shoaib Akbar and Muhammad Asif Bilal Lodhi.
FIA Appointments & More
The Federal government has also approved the appointment of Wajid Zia, Grade-21 officer of the Police Service of Pakistan as the Director General of the Federal Investigation Agency (FIA), while the former DG FIA, Bashir Memon, has been transferred to the Establishment Division.
The federal government has ordered top FIA officials, including DG Mujeeb-ur Rehman and Four directors, Ahmad Mukarram, Waqar Abbasi, Tariq Chauhan, Wisal Fakhar Sultan, and Akhtar Hayat Gandapur to report to the Establishment Division.
Grade-21 PSP officers, FIA’s Abu Bakar Khudabaksh, Sindh Police’s Irfan Baloch, NACTA’s Faisal Raja, and Omar Riaz of the National Police Academy will now serve as the FIA directors.

The highly anticipated decision in Punjab emerged after Chief Minister Usman Buzdar’s first meeting with the newly appointed Punjab Chief Secretary Major (R) Azam Suleman. The first key change emerged with a series of structural changes after the government changed both, the IGP and Chief Secretary, allowing the federal government to usher in its own teams in administrative and police personnel.
As per the notification, Lahore Commissioner Asif Bilal Lodhi, a Grade-20 officer, and Captain (R) Zafar Iqbal, Sargodha Commissioner were relieved of their duties and surrendered to the federal government. Their positions have been secured by Captain (R) Saif Anjum, a Grade-21 officer who will serve as the Lahore commissioner, and Dr. Farah Masood, a Grade-20 officer appointed as the Sargodha Commissioner.
Grade-20 officer Shanul Haq of OPS, Education Department was appointed as the Multan Commissioner, Nasim Sadiq, Grade-21 officer was appointed DG Khan Commissioner. Captain (R) Muhammad Mahmood, a Grade-21 Rawalpindi Commissioner, while Grade-20 Muhammad Asif Bilal will serve as the Bahawalpur Commissioner, Grade-20 Muhammad Ashan Washeed will serve as the Sahiwal Commissioner, while Grade-22 Ishrat Ali will serve as the Faisalabad Commissioner.

The notification further added, Babar Hayat Tarar, Grade-21 principle secretary to Punjab Governor has been appointed as senior member (Revenue)/Chief Land Commissioner/Relief Commissioner, Board of Revenue. Grade-21 Shoukat Ali has been appointed as Punjab additional Chief Secretary, and Grade-21 Irum Bukhari will serve as the additional chief secretary (Energy).
Grade-21 Arif Anwar Baloch was appointed additional chief secretary (Agriculture and Rural Economy), Grade-21 Raheel Ahmad was appointed Chief Minister Inspection Team Punjab while Hamed Yaqoob Sheikh, a Grade-21 officer, will serve as the Chairman Punjab Planning and Development Board.
Grade-21 officer Momin Agha appointed as the additional chief secretary (Home) while outgoing additional chief secretary (Home) Syed Ali Murtaza was made irrigation secretary.

Grade-20 Muhammad Hasan Iqbal was made Mine and Minerals Department secretary, Saima Saeed Environment Protection Department secretary, and Nabeel Javeed as the Public Prosecution Department secretary.
Further appointments include Mohammad Sheheryar Sultan as the Secretary Schools and Education Department, Gulzar Hussain Shah as Auqaf Secretary, Grade-20 Saqib Zafar as Secretary Energy Department, Flight LT (R) Iftikhar Ali Sahoo as principle to Punjab CM, and Waqas Ali Mahmood as Food Department Secretary.
Grade-20 Ehsan Bhutta will serve as the Secretary for Youth Affairs, Sports Archaeology and Tourism Development Department, while Grade-20 Sayed Javed Iqbal was made Secretary Special Education Department.

Muhammad Suhail Shahzad, a Grade-19 officer, will serve as the DG Punjab Excise and Taxation, former DC Lahore Sumar Ahmad Syed was made DG LDA, and Ammar Khan, a Grade-19 officer was appointed as DG RDA.
Sidrah Yunis has been appointed as Sheikhpura DC, Ali Anan Qamar as Attock DC, Usman Ali as Okara DC, and LT (R) Sohail Ashraf as Gujranwala DC. Muhammad Umer Sher, Grade-18, will serve as Mianwali DC, while Nasir Mahmood will serve as Sialkot DC.
Mehar Shahid Zaman, Grade-19, will serve as Narowal DC, Muhammad Zaman Watoo, Grade-19, appointed as Chakwal DC, Abdullah Nayar Sheikh, Grade-18, as Sargodha DC, and Agha Zaeer was made Khanewal DC.
Zeeshan Javaid, Grade-19, was made Sahiwal DC, Azfar Zia, Grade-19, was made Layyah DC, and Waqas Rashid, Grade-18, as Vehari DC, Ali Shahzad, Grade-18, Rahimyar Khan DC, Amjad Shoaib as Muzaffargarh DC, Muhammad Riaz as Chiniot DC and Zulfiqar Ali as Rajanpur DC.
