While commenting here Monday, Aleem Khan said that the credit for the new building of the Punjab Assembly went to Speaker Chaudhry Pervaiz Elahi who took a personal interest in its completion. Senior Minister said that due to the deliberate negligence of the previous rulers, the new building of the Punjab Assembly was unnecessarily delayed and it was totally to stay in limbo for 10 years.

He added that this also resulted in bearing the additional financial burden of billions of rupees, excessively on public exchequer. He said that this huge government’s money could have been spent on other public welfare projects.
Aleem Khan said that Wazirabad Cardiology, Dialysis Hospital in Multan and many other projects were also delayed because they were started by the previous government in Punjab.

He said that the development initiatives started by any government would not be delayed at any cost and these projects should be completed at the earliest as it was the people’s money of which every penny should be spent meticulously.
The first meeting in the old Assembly building was held on November 10, 1938. The construction of the British era building was necessitated after the constitutional reforms embodied in the Government of India Act, 1935. A controlled provincial autonomy was introduced through this Act but still it was seen as an improvement over the previous system of dyarchy. This legislation brought significant change in the political scenario of the sub-continent. It paved the way for the constitution of Punjab Legislative Assembly instead of the Punjab Legislative Council and the office the President was re-designated as Speaker. The membership of the Assembly was fixed as 175 divided into various categories.

It was then considered a step towards a more responsible government amid demands for fully sovereign assemblies. The election for the first Legislative Assembly under the said Act was held in 1936. The first sitting of the first Assembly was held on April 5, 1937 at Council Hall, Lahore as the Assembly building was under construction. The Assembly elected its first Speaker on April 6, 1937.
