In a major development, the Supreme Court has suspended the order of former CCPO Lahore Ghulam Mehmood Dogar’s transfer.
According to the details, a three-member bench headed by SC judge Justice Ijaz ul Ahsan heard the case in this regard and suspended the order of Dogar’s transfer.
To clarify, the Punjab government made a verbal request to transfer Dogar on January 23 while the written request was received on January 24 and was approved on February 6.
Justice Muneeb asked do verbal applications are accepted in routine cases as well. Justice Ijaz ul Hassan said the verbal application was accepted first and then the written process was carried out. Are official decisions taken verbally?

He further said that only ECP can issue transfer orders, not the chief election commissioner. Is there any document or proof that the ECP has given the authority to CEC? At this, the DG Election Commission of Pakistan said there is no documented proof of this.

The SC then suspended the Punjab caretaker government’s order seeking the transfer of Lahore Capital City Police Officer (CCPO) Ghulam Mehmood Dogar and restored him back on the post.

On November 5 last year, the federal government suspended then Lahore CCPO Dogar after an angry mob of PTI supporters staged a protest outside Governor House in Lahore against the assassination attempt on former Prime Minister Imran Khan.
Despite the suspension by the federation, Dogar did not leave the charge of the post and challenged his suspension in the Lahore High Court (LHC) which said it does not have the authority to hear the case.
He had also moved the Federal Service Tribunal (FST) against his suspension which suspended the federal government’s November 5 notification in a two-page written verdict.

However, last month, on January 23, after the establishment of the caretaker government in Punjab, the transfer order of Dogar was issued once again. The government replaced Dogar with Additional IG Bilal Siddique Kamyana as the Lahore CCPO.
